The first problem here is that the author seems to assume that totalitarianism, especially in the U.S., is going to be used primarily for the most violent and deadly among us. A regime that condones and actively supports the slaughter of innocent women and children cannot use it to save innocent lives, its too dangerous, so youre screwed if you use it for non-lethal targets. At the same time, I have to wonder if theres not a disconnect here between the values that the author is using to judge the acceptability of a tool, and the values that he thinks that the tool will be used for. If the author isnt aware of the flaws in the system that justify a tool that he disapproves of, I think he isnt making a meaningful attempt to criticize that system and he has to accept the risks as the price of his disapproval.
